Global Fund Round 10 malaria proposal development

Twenty-five proposals were submitted across the globe in response to the Global Fund’s Round 10 call for grant proposals, with a total request of US$820 million.

August 20th, 2010, was the deadline for country coordinating mechanisms (CCMs) to submit proposals to the Global Fund’s Round 10 call for proposals. The RBM Harmonization Working Group, through its Round 10 Proposal Support Workstream, provided support to 15 CCMs (Angola, Cape Verde, the Democratic Republic of the Congo, Ethiopia, Guinea, Kenya, Liberia, Mali, the Niger, Senegal, Sierra Leone, Somalia, Sudan (north and south), and Uganda) for the development of their malaria proposals.

As in previous years, a detailed briefing note was prepared and shared with CCMs outlining key messages learned over previous rounds and highlighting key focus areas (including changes in guidelines and new requirements from the Global Fund). Support also included the provision of an international consultant to country teams, as well as individual assistance from Harmonization Working Group (HWG) partners. A mock Technical Review Panel (TRP) was held in Dakar at the end of June, gathering over 100 participants from 14 countries. During this workshop, in addition to receiving guidance from the HWG, participants engaged in a peer review process of proposals, giving and receiving comments on draft proposals. An additional review of proposals was carried out electronically by HWG members the week before the submission deadline. Finally, the HWG is worked closely with WHO to prepare documents to brief the Global Fund’s TRP before it convened in October to review submitted proposals.

Globally, 25 proposals were submitted for Round 10, with a total request of US$820 million for Phase 1 (the first two years of a grant). The 15 proposals supported by the HWG requested US$1.66 billion over five years (approximately US$626 million for Phase 1), including funds for 86 million mosquito nets, 193 million rounds of artemisinin-based combination therapy, and 231 million rapid diagnostic tests. Many countries have now successfully scaled up their malaria programs and report significant success. In order to consolidate these gains and move towards sustained malaria control, sustained funding is of the utmost importance.
